Riverwood Homeowners Association Board of Directors Meeting – February, 2021
The meeting was called to order via Zoom by President Larry Dashiell at 6:05 pm.

Minutes of Previous Meeting: Moved by Nancy and seconded by Amy, that the minutes of the December 2020 meeting be accepted as presented.
Treasurer’s Report: Balance Sheet and Income Statement for November were sent via email. Our reserves remain at just shy of $70,000. The insurance bill arrived in the amount of $33,000+ and needs to be paid before March 1. We may need to borrow from Reserves temporarily to get this paid, but should be able to replace that amount in reserves in short order. The principal remaining to pay on the roofing loan is $448,800. Moved by Nancy and seconded by Jan, that the Treasurer’s report be accepted as presented.
Welcome and Neighborhood News: (Chair – Lisa Dashiell) The unit for sale last month in D70 has now been sold and new residents will be moving in. Nothing else to report.
Rentals: There are 6 or 7 rentals. The status on one or two of these is uncertain; it depends on whose name is on the deed. There are 3 residents on the wait list to rent their properties.
Architecture: Tori has resigned from this committee and it will need a new Chair. Nothing to report at this time. Architeture requests may be submitted to the Board.
Budget: (Chair – Leo Zinn) Leo has compared 2020 and 2021 and the Budget is a little higher than at this time last year, though there are no red flags at this time. Discussion took place about an ongoing problem: the $5,000 deductible which is related to the maintenance issue faced by Riverwood repairing the outside of the building hit by a car whose driver ran off and is still being sought.
Landscaping: (Co-chairs – Kris Clarke, Stressla Beavers) Winter’s here; after a windstorm we lost a few limbs which were cleaned up along with leaves.
Maintenance: (Chair – Jim Eveland) Absent. Jim is working on upgrading mailbox safety. The recycling changes discussed last month are not yet ready for distribution. The supplier of the new recycling cans has been slowed by Covid-19, but the new plan is still a go.
Newsletter: (Chair – Tama October) Again, please send news items to rwh.news@gmail.com by the 20th, earlier if possible.
Parking: (Co-Chairs – Juan and Stacie Paz) Juan and Stacie are submitting their resignation as Parking Chairs effective March 1. They have tried to work with the plans begun by the previous Parking Chair. Rules may need to be simplified. Communication between residents is a priority. So is our safety. An outside service minding parking would cost too much. Larry had an idea: That each residence be given a letter-sized user pass, 2 per household, brightly colored, to lend to guests needing to park, with rules on the back.
Keys and Rental Garages: (Chair – Annette Adams) Annette reports that there are no garage vacancies and 3 residents are waiting for a vacancy. This month has seen no activity for new keys.
Pool: Nothing to report. Riverwood needs a new Pool Chairperson.
Recreation: (Chair – Shirley Piel) Nothing to report at this time. The rec room is still closed to events and there are signs on it. The library is still being used, and newsletters are set out there to be picked up by distributing volunteers.
Insurance: (Chair – Stan Clarke) Absent.
Moved by Nancy and seconded by Amy, that the Committee reports be accepted as presented.
Old Business: Someone has complained that it was taking to long to decide about driveway parking. There has been no official vote on this. Larry regrets deciding on his own to table issues about driveway parking until we can meet face to face, and now feels it should have been an action of the Board. Today it was proposed by Amy that this issue be so tabled, and seconded by Nancy. But making drastic changes in the CC&R’s would require expensive legal help. It was recommended that the Board members peruse the CC&Rs. Larry will look up the Articles of Incorporation and parking regulations.
In the case of a request from D60 to allow a family member to use guest parking for an extended time, permission was given. Lately there have been a number of caregivers needing to park in D60. Also, leeway is usually given for remodeling work vehicles.
Rundown motor home parking on Shaver St despite signage is still a problem though there is just one left now. The city isn’t as enthusiastic about moving them as surrounding residents are.
New Business: Patrick, who had to leave before this point, wanted to mention that he would like to see if we can get speed bumps on 125th Place or Shaver. Fremont St is getting them. Information might be obtained on how Fremont St got them, and where to put them. We can ask residents of the other complexes for input. Larry mentioned that school buses and emergency vehicles need to be able to negotiate such streets. Traffic circles are also a consideration.
