Riverwood Homeowners Association, Board of Directors Meeting –    August 12, 2021

Minutes of Previous Meeting: Moved by by Nancy and seconded by Jann, that the minutes of the July meeting be accepted as presented.

Treasurer’s Report: The Balance Sheet and Income Statement for July were sent out online with today’s agenda. The July Financial report gives our condition after completing 11 months of this fiscal year. All water payments for this fiscal year are in and we came in $1,000+ under budget for the fiscal year, thanks to everyone for being vigilant about every little drop or leak you see. Our Reserves remain at just over $80,000 and we will probably not be able to move any more into Reserves in the month of August. We are on track to receive all projected income for the fiscal year. Please remember that our condo fees are $440 for the new fiscal year starting in September, so if you have your bank issue checks automatically, now is the time to arrange for that change. Moved by Jann and seconded by Nancy, that the Treasurer’s report be accepted as presented.

Welcome and Neighborhood News:  (Chair – Lisa Dashiell)  Riverwood Manual and orientation information were emailed to a new D20 resident, and these materials were mailed a second time to a D60 resident.  The Argay Terrace Neighborhood Association is holding a meeting Tuesday August 17 and anyone who wants to attend will be welcome.

Architecture: (Chair – Patrick Steininger) Only one inquiry was made regarding replacement of an air conditioner and it did not require approval.

Budget: (Chair – Leo Zinn) The good news is that so far we are within budget.  But there are items that are not yet paid for such as siding in D10.  The garbage company has raised its bill to $7,000.  Riverwood will be looking at other companies and Jim will ask Heiberg if we have a contract.  Our community is regarded as an industrial community so rates may be higher because of that. Jann offered to contact Waste Management. Lisa will check out Rose City Hauling. The reserve amount of $80,000 while better than last year should be more. Jim and Leo will be working on a way to grow the amount of reserves that are set aside. There is a formula for this and anything with a useful life is included when calculating the figures.

Landscaping: (Co-chairs – Kris Clarke, Stressla Beavers)  This is the last month for Landscape East& West. Stressla reports that she and Kris will be meeting with the new company, Crystal Green. A tree in D70 will be replaced.

Maintenance: (Chair – Jim Eveland) The remaining major project is re-siding of 4302 and 4304 in D20. We’ve been unable to acquire HardiBoard siding for the job; all supplies have been purchased and held by big contractors.  If there is a breakthrough we still have barely time to do the job before the rains begin. But it will likely come out of next year’s budget thereby setting us back a full year.

We’re working on paving contractors for D50, but everyone is slow to respond. It’s a next-year’s budget item, but we want to get it done before the rains start. In the last few weeks there has been non-stop painting, catching up on all the chimneys and fences and other reconstruction for the last 1½ years.

Parking: Last month there were seven violations by ten residents. Each was contacted in writing. The new parking passes are in use. The parking issue in D60 will be discussed offline by Larry and Jann. There are more RVs parked on Shaver Street this week and they have been reported to the City and this could have increased after sweeps in other areas.

Keys and Rental Garages: (Chair – Annette Adams)  No garage vacancies, two on the waiting list. Two were vacated and two on the waiting list took occupancy during the month. One garage has a lock that is not working,  and Maintenance has been notified.  Keys for L70 were misplaced/lost. The man door lock has been replaced and Annette is working on getting the big door lock replaced.  A community room key was issued to one resident. Annette has resigned as Chairperson as of August 31. Tori Lungren will be transitioned into this position by Annette.

Pool: Huge thanks to Barbara Ascher and Cindy Zinn and other serious big-time volunteers for pitching in to make it work! The improved packed-dirt path to the upper gate has been in regular use, and many  prefer it to the stairs; it even accommodates an electric scooter.

We passed our first surprise health inspection of the pool, but there are upgrades to be made. We need cell phone signage and some mechanical changes, as well as two drain covers at the deep end which need to be replaced every 5 years, and all components have been acquired. Training will begin tonight for adjustment of pool chemistry.

Recreation: (Chair –  Shirley Piel) A very successful social was held on July 31 and the many who participated enjoyed pizza and ice cream. No more socials are planned till the Covid-19 picture improves. A garage sale is planned for next June.

Insurance: (Chair – Angelia Warren)   Jann and Angelia have worked out insurance guidelines and Jann elaborated on the draft which some received online.   Each owner is required to have insurance on their property with a $5,000 deductible, and comprehensive liability insurance of not less than $100,000 for each occurrence.  There are some events which may be covered under the RHA Insurance Policy and to start a claim, contact the Chair and/or the Board member who has oversight of Insurance.  Each claim will be evaluated for compliance with the Bylaws. Homeowners are responsible for proper maintenance of their units.  This information needs to be included in the welcome manual

Moved by Nancy and seconded by Jann, that the committee reports be accepted.

Old Business:

  1. Election: Pam Brown has resigned from the Board. The ballots can be printed; two candidates are running for two Board vacancies.
  2. Insurance: Please see above.
  3. The Clean Energy Mini Grant proposal has been sent in and an answer is anticipated.
  4. The flatbed that was parking in D40 has been moved and all construction vehicles have left the property.
  5. Google Drive access discussion tabled in July is tabled again today.

New Business:

  1. Key and cleaning deposits for rental garages. Changing locks between renters could become a budget issue.
  2. Who can rent garages? Only homeowners.
  3. Installing Riverwood signs with house numbers. Discussion ensued. Ask in the newsletter for feedback.
  4. Oregon State House bills regarding discriminatory language in governing documents. This relates to gender, sexual orientation, race, age. Riverwood Board and helpers will scan these in the next six months. Another state issue is about pesticides applied on common property which may affect private property.
