RHA Minutes April 2021

Riverwood Homeowners Association, Board of Directors Meeting –   April 8, 2021

The meeting was called to order via Zoom by President Larry Dashiell at 6 pm.

Board Member Attendance: President Larry Dashiell, Pam Brown, Jann Gilbert, Amy Fylan, Nancy Stoll

Minutes of Previous Meeting: Moved by Nancy and seconded by Pam, that the minutes of March 11, 2021, be accepted as presented.

Treasurer’s Report:  Balance Sheet and Income Statement were sent out by email earlier today.  Our Reserves remain at $70,000.  In the month of March, we received a payment from the lender on one of our delinquencies in the amount of $4,832.60.  This back income kept us from having to draw from Reserves again to pay the $33,000+ insurance bill.  Our legal budget was modified at mid-year to be $3,000.  We are already $272.75 over Budget on Legal and can expect to be well over that before the end of the year.  Ashleigh will follow up with Heiberg Garbage to determine who ordered a garbage can which we were billed $20 for.  The $20 will be billed back to the household.  For the remainder of this year it will be a high priority to transfer money to Reserves whenever it’s possible.   Moved by Nancy and seconded by Pam, that the Treasurer’s report be accepted as presented.

Welcome and Neighborhood News:  (Chair – Lisa Dashiell)  There is nothing new to report. One unit is pending sale. Jim said that someone in his driveway has sold a home and will be leaving in June. Lisa will send that owner a moveout letter.

Architecture: Patrick Steininger is our new Architecture Chair. Nothing to report at this time.

Budget: (Chair – Leo Zinn) Absent, no report.  There is $1,045 left in the Insurance budget and Stan is OK with putting that amount back in the general budget. As for the Bond, that needs to be renewed every 3 years so is covered this year.

Landscaping: (Co-chairs – Kris Clarke, Stressla Beavers) Nothing to report at this time except that it will be chilly tonight and gardeners with tender plants might want to cover them.

Maintenance: (Chair – Jim Eveland)  Jim said that the vendor keeps putting us off on the blue recycling bins we hope to  get. A chimney leak in D40 was fixed.  There are roof edge vents on the new roofs which go into the attics. These vents on two homes point directly north, resulting in wind entering, and consequent freezing of the gutters, followed by melting, and wet attics and ceilings, which will be fixed. A fence on the east side is 3 inches away from the neighboring fence and between them a holly tree and some ivy grew. Riverwood’s fence was taken down and the vegetation removed.  The next re-siding project will be in D20, 4302 and 4304.

Newsletter: (Chair – Tama October)  Please send news to Tama by the 20th of the month. Address is rwh.news@gmail.com Tama said we have a new printer in Gresham who charges less than the one formerly patronized.

Parking: Jann reports that this committee needs members and a Chair. Parking complaints in D20 and D60 were resolved.  Contact Jann if there are complaints. The new parking pass and documents with it were sent out earlier and if these are approved the pass will be rolled out in the near future.

Keys and Rental Garages: (Chair – Annette Adams) Absent, but reports zero rental garage vacancies, three on the waiting list, and no rec room/pool keys issued.

Pool: We’re still monitoring chemistry.  A couple of ducks have made themselves at home in the upper end. Larry has heard the County may be opening pools this summer.  Jim is in contact with the authorities.

Recreation: (Chair –  Shirley Piel)  Shirley and Lynn are absent.

Insurance: (Chair – Stan Clarke) Absent. When our broker comes to share information, what is covered by Riverwood’s policy and what is covered by required individual homeowner policies needs to be clarified.

Moved by Nancy and seconded by Pam,  that the Committee reports be accepted as presented

Old Business: Drafts of the new Parking Pass (with Parking Rules and Policieson the back), the Towing Resolution, and an updated Fine Schedule were sent out earlier via email. After a great deal of discussion and input, it was moved by Jann and seconded by Nancy that the new Parking Pass be accepted as presented. All in favor. More discussion followed. It was moved by Amy and seconded by Nancy, that the Parking Pass, Towing Resolution and Fine Schedule be accepted as presented.

Leo and Jim have been working on a mail safety device at a cost of about $11 per mailbox. (Minimum purchase is 100 units.) These would be added to the mailboxes, which would require agreement of each resident. Each mailbox key would need to be produced briefly.   There was discussion about this and while the mail carriers are OK with it, the post office administration needs to be contacted to be sure.  Jann said she would do this.

Larry said a proposed visit from a management company for residents’ information will be postponed indefinitely since it would have to start from scratch, and things have to be stabilized first, after Covid-19 has been controlled.

A possible ballot on allowing driveway parking may be discussed in future.

New Business:  Mark Nguyen of State Farm is willing to visit to talk about the Master Policy.  Since there has been an insurance claim, an attorney has suggested scoping under all homes to inspect sewers. Such reports would cost about $125 apiece. This can’t be required but if a homeowner has it done the results could be shared with Maintenance.  Scoping may be done by inspectors when a home is sold, though some buyers may choose to omit this.

Larry said that possibly in June we could have the Board meeting in the rec room with doors and windows open and other protocols followed. The tables could be taken out to allow for spacing. Before this, Shirley would need to be advised since the rec room has not been cleaned to quarantine standards.

Nancy mentioned that some residents are storing items around their front doors, which can contribute to unsightliness and detract from property values.

The meeting was adjourned at 7:40 pm.
