RHA: ABCs of Riverwood

Welcome to RIVERWOOD HOMEOWNERS ASSOCIATION (RHOA). Membership in the Association is automatic with the purchase of a home in our “Planned Unit Development” community.

We are owner-managed. The officers and committee members are unpaid volunteers. There are 92 units arranged in 7 driveways.

 We hope you enjoy your new home and your new community. As a volunteer run community, all residents are encouraged to volunteer on a committee or run for the Board. Being volunteer run enables the monthly maintenance fee to be kept as low as possible and avoid the use of a property management company.

You are invited to attend the meetings and social activities to meet your new neighbors. If you have any questions that are not covered here, feel free to contact any committee chair.

 Each new resident should receive from previous owner:

  • Keys to all doors: security doors, front door, door between garage and home, any padlock on patio gate
  • Mailbox key and your mailbox number
  • Garage door opener
  • Community room key
  • Guest parking permit

If keys were not provided by the previous owner, see “Keys & Storage Garages” below.

The code to the swimming pool and sauna are changed annually and will be provided upon moving into your home at Riverwood.

Maintenance Fees

The monthly maintenance fee of $550.00 is due the first of each month but no later than the 10th. This covers the cost of garbage, sewer, water, landscaping of the common area and maintenance.

Mail a check or money order payable to “Riverwood Homeowners Association” to PO Box 20453, Portland, OR 97294, OR Arrange with your bank for an automatic monthly payment.

Trash Removal

Homeowners provide their own garbage can. The “in-ground” (sunken) cans may no longer be used.

Pickup is Thursday morning. Put your garbage can in front of garage.

Your yard debris may be placed in your garbage can as Riverwood is considered multi-family housing so has no composting service.

If the previous owner did not leave a plastic bin for recyclable material, contact Heiberg Garbage & Recycling, 503-794-8212, or purchase a bin from the source of your choice. Riverwood may have some extra bins available. Contact the maintenance committee to check availability. Recyclables are picked up each week on Thursday morning on the street curb outside your driveway entrance. They can be put out Wednesday night. You are encouraged to not have your name and address on any recyclables that are put out on the street.

Note: Plastic bags and Styrofoam are not recyclable by our garbage service. Styrofoam can be recycled at Agilyx located at 13240 SW Wall St., Tigard, OR. https://www.agilyx.com/tigard/drop-off/

Mail delivery

Each driveway has a community mailbox.  If the previous owner did not leave mailbox keys, you will need to contact the Post Office for change of the lock and new keys. There is a charge for this that you will be responsible for paying. Residents are encouraged not to leave mail in the mailbox overnight.

Newsletter

The Riverwood Newsletter is published monthly. It will be delivered via email, or if you chose, in paper form by your driveway representative.

Maintenance

Committee oversees:

  • Exterior maintenance such as painting of fences and siding, lighting, driveway signs, chimneys, roofs, plumbing, etc. that occur outside of homeowner’s walls or are in common areas.
  • Glass surfaces are the homeowner’s responsibility.

Homeowners’ responsibility for repairs:

  • Inside repairs and replacements as follows, but not limited to, electrical, plumbing, carpentry, painting, TV attic antenna, cable and dish repair, air-conditioning and heating, water heater, windows and window screens, entrance door, screen door, patio doors and screens, garage doors, security door(s), replacement of awnings including patio covers.
  • Repairs under the unit, window cleaning, and replacement of outdoor porch/patio light bulbs are the homeowner’s responsibility.
  • The use of licensed contractors is encouraged.
  • You can consult with neighbors as to their experience with contractors who have done prior work at Riverwood.

IMPORTANT:  Handyman Mace is NOT a Riverwood employee.  He is an independent small-business owner who does contract work for Riverwood.  Only the Maintenance Chair can direct Mace’s work schedule on behalf of Riverwood maintenance work.  For privately paid jobs, you may contact Mace directly.

Community Room

The Community Room has a full kitchen, restroom, tables and chairs)

 All residents are invited and encouraged to attend the following meetings in the Community Room:

  • Board meeting: Second Thursday of each month, 6:30 pm
  • Annual meeting: 1st Tuesday in October. Advance notice with meeting time is emailed or mailed to homeowners. Riverwood’s fiscal year is from September 1 to August 31.

Community socials are held the fourth Saturday of the month. Refer to the Riverwood Newsletter for upcoming events.

  • Coffee is provided or you can bring your own preferred beverage. (New residents are exempt from bringing food to their first social.)
  • The community room is available, at no charge, to all residents. Reservations are required for private use. There is no fee for private use. Refer to the Riverwood roster for the reservation making phone number. You are responsible for all cleaning and removal of garbage following your private event.
  • The Riverwood Library is located in the community room. No checkout is needed. Leave returned books on counter for shelving. You will find books, puzzles, and games available. Donations are welcome. 

Insurance

Owners and tenants shall procure and maintain comprehensive liability insurance policies having combined limits of not less than one hundred thousand dollars ($100,000.00) for each occurrence. They shall also be liable for the deductible amount under the Association’s policies in case of reconstruction costs. See page 8, Article IX, Section 5, pages 9 through 10 of the Bylaws and Insurance Guidelines for further explanation.

Architecture

Any changes to your home’s outside structure, i.e. porch/patio lights, patio structure, windows, garage doors, awnings, exterior doors, etc., must have prior approval by the Architectural committee as well as any necessary permits required. 

Submit a “Request for Committee Action” form to the Architecture Committee at riverwood.architectural@gmail.com or in person to the Architectural Committee Chair. The form can be found in the Riverwood Manual. The Architectural Committee Chair is noted in the Riverwood roster. Approval by the Architectural Committee must be obtained before any changes can occur. It is recommended that you receive approval prior to the purchasing of any items or services.

Cable and wiring installation for TV, Cable or Dish should be underground and enter the building through the foundation vents. Exposed cable or a wire attached to the outside of the building is discouraged per our Architectural Committee standards.

See page 15, Article X.1 of CC&R regarding signs.  Nothing with a religious or political connotation may be placed in any of the common areas.

Keys and Storage Garages

If the previous owner did not leave a community room key, a replacement will be provided at no charge. Thereafter, replacement of a lost community room key, will be $5.00 each.

15 single-car garages are available for rent at $100.00 per month on a first-come basis. A waitlist is maintained by the keys and storage garage chair. Refer to the Riverwood roster.

Landscape Committee

Front, side and back areas, except for fenced patios, are common areas.

Residents are not allowed to make any changes to common areas without prior approval.

Lawn cutting, edging, pruning of trees and bushes, weeding, leaf and debris pickup and irrigation are the responsibility of the Committee. Dial 811 before digging.

Homeowner’s yard/patio debris needs to be put out with the regular garbage. The landscape maintenance company will not dispose of it.

IMPORTANT:  Do not give instructions to Crystal Greens employees or supervisors.  If something needs attention, contact the Landscape Chair.   

Parking

Per the Bylaws, all residents’ vehicles must be garaged or parked on the street during nighttime hours.

Guest parking is limited to designated areas in each driveway.  If all guest spaces are occupied, the alternative is to park on the street.

Residents and guests are not allowed to park at night in the homeowner’s driveway. This is a Riverwood regulation as well as a Fire Department regulation.

Swimming Pool

The pool is open during the summer season, starting and ending based on weather. Adult only swim is from 4:00-6:00 pm.

The pool is volunteer run.  In order to keep the pool open, there are tasks that need to be done four times a day. Residents taking advantage of pool use are encouraged to sign up for pool care responsibilities.

Access to the pool area is via a lock code. For pool safety, children should not have access to the code or be in the pool area without their supervising adult visibly present.

Pets

Pets are limited to dogs, cats or other tame domestic household pets.  They may not be kept, bred or maintained for commercial purpose.

Request for Committee Action Forms

Forms are available in a binder in the community room or from your electronic Riverwood manual. They can be mailed to the Riverwood Homeowners Association post office box, given to the committee chair, or emailed to the appropriate committee.
